Check service health

Whether the service is up, and the data release it serves.

Needs no key and counts nothing. Answers 503 with status: unhealthy when the database is unreachable. release names the served data release (id, built_at, age_seconds). Without one only the lookups fail (503, not counted), so the service stays healthy.
